Easily broken and not very doable. The congress is crying now about finding funds for several things. This would certainly add to that cry. I think it IS a good idea. Perhaps the private sector could take up the slack on this. It would be difficult in the extreme to actually implement as well. But I still like the idea. Maybe someday, it will come.
